Lead sack or excise seals

Found at Perceton Fire Clay Works, Perceton.

These were found scattered and lying on ground surface within a 1m squared area.

They appear to be marked H.D.L and an upward pointing arrow. I think the marked ones are all the same although most appear blank.

Could these have been attached to crates of J & M Craig products heading to foreign shores?

Or are they a red herring and been scattered after the demise of the brick works.

Any ideas?
